Contracting Opportunities
From time to time, the Philadelphia Gas Commission publishes contract opportunities in the form of Requests for Proposals (RFPs) or other Notices of Contracting Opportunities for services that will be provided to or on behalf of the Commission. RFPs or other Notices of Contracting Opportunities are published on this website and on the City of Philadelphia website (www.phila.gov/rfp), in accordance with the City’s requirements.

- Requests for Proposals for a Public Advocate for the City of Philadelphia Gas Commission: June 3, 2025 Public Advocate RFP
Question #1: The Table of Contents to the RFP refers to “Appendix A – General Provisions for General Consultant Services,” however, Appendix A includes the General Provisions for Legal Services. Prior RFPs for Public Advocate services have indicated that the General Provisions for General Consultant Services would apply to the Public Advocate contract. Can you please clarify which General Provisions apply to the services sought via this RFP?
Answer: The incorrect General Provisions were included in Appendix A of the RFP. An updated version of the RFP, including the appropriate General Provisions for General Consultant Services, can be found here and will govern performance under the resultant contract from this RFP.
Question #2: Section III.A.15 of the RFP requires applicants to “[d]isclose all information required under Chapter 17-1400 of the Philadelphia Code, including any local and state political campaign contributions, on the forms provided through eContract Philly.” Section III.H, referenced in Section III.A.15, elaborates on the requirement to complete forms through eContract Philly, stating: “Applicants who have failed to file complete applications – including the online disclosure forms required by the City of Philadelphia – through the designated online application process prior to the closing date and time will not be considered for the contract.” However, this RFP is not posted on eContract Philly and, according to Section III.H of the RFP all proposals are required to be submitted by electronic mail to the Gas Commission’s Executive Director.
Does the Gas Commission have its own form that applicants should attach to proposals submitted via electronic mail to the Gas Commission’s Executive Director for purposes of the disclosure requirement regarding political campaign contributions, or is it sufficient for applicants to verify in their proposals that they have not made political campaign contributions which would disqualify them from being awarded the contract?
Answer: Applicants may use the forms linked here to satisfy the requirements of Section III.A.15 of the RFP. These forms should be included as part of the applicant's response to the RFP and submitted to the Executive Director as indicated in the RFP.
